Full-cycle Oracle Utilities implementations, delivered with a 100% success rate.
For more than 25 years, Red Clay has focused exclusively on Oracle Utilities solutions, helping electric, water, wastewater, and gas utilities implement full-scale transformations to modernize their operations. That singular focus is why we can deliver full-cycle implementations, upgrades, and legacy replacements across 450+ projects, including 50+ full-cycle implementations, with a 100% project success rate.
No two utilities operate the same way. Each functions within a distinct regulatory environment, serves a unique customer base, and runs on its own mix of systems. Our implementations are built to fit those differences, backed by the TransformOne delivery methodology and a proprietary suite of accelerators refined over 50+ full-lifecycle implementations. Organizational Readiness is woven into every program as a core delivery discipline, not a billable add-on, so your teams are ready to operate on day one.
From meter-to-cash and field operations to program governance, organizational readiness, testing, data conversion, and business intelligence, Red Clay delivers the specialized offerings a modern utility implementation requires. Explore how each one keeps your program on scope, on schedule, and on budget.

METER-TO-CASH (M2C)
Meter-to-cash is the operational backbone of every utility, the end-to-end path from metering through billing, payments, and collections. When it runs well, revenue is accurate, and customers are served. Red Clay knows Oracle’s meter-to-cash processes inside and out, and we implement them across the full Oracle Utilities suite, including Customer Care and Billing (CC&B), Customer to Meter (C2M), Customer Cloud Service (CCS), and Meter Data Management (MDM).
End-to-end meter-to-cash implementation. We implement the full M2C lifecycle, spanning the Customer Information System (CIS), billing, meter data, credit and collections, and customer self-service, so your revenue processes run reliably from the first meter read to the final payment.
Regulatory and rate configuration. Rate and tariff design to support regulatory changes, seasonal rules, conservation programs, and time-of-use (TOU) requirements, including net metering, TOU billing, and critical peak pricing.
Integrations across the ecosystem. Integration builds that connect billing and metering with customer portals, analytics platforms, work management, and outage management systems for a single, unified operation.
Cloud migration expertise. Deep experience moving utilities from on-premise CC&B to CCS and C2M in the cloud. Red Clay delivered the world’s first C2M cloud (PaaS) implementation, recognized as the 2020 Oracle Utilities User Group Implementation Project of the Year.
FIELD ASSET MOBILITY (FAM)
Red Clay’s Field Asset Mobility (FAM) Practice advances the Enterprise Asset Management (EAM) and Field Service Management (FSM) maturity of utilities. Our team blends former utility practitioners, business process consultants, and technologists with a proven track record of advancing utilities. Drawing on the TransformOne and PathwayOne methodologies, we balance innovation with pragmatic implementation, supporting utilities at every stage of their EAM and FSM journey, from advisory through transformation and ongoing operations.
Advisory and road mapping. We can act as your owner’s representative and advocate through the implementation, assess transformation risk, and build a detailed, step-by-step roadmap with clear milestones and success metrics, guided by Red Clay’s PathwayOne methodology.
Field service implementation. End-to-end implementation across Oracle’s field and asset platforms, including Oracle Field Service (OFS), Mobile Workforce Management (MWM), and Work and Asset Cloud Service (WACS), transforming People, Process, and Technology with Red Clay’s TransformOne methodology.
Systems integration. Integrate FSM systems into your existing landscape to create a cohesive, unified IT ecosystem focused on data consistency, process harmonization, and streamlined operations.
Organizational Readiness. Prepare your workforce for the change through communication, training, process adjustments, and organization design, so crews and dispatchers adopt new tools with confidence.
Ongoing operations. Continued maintenance, process optimization, and feature uptake planning that keep the FSM solution performing and evolving with your needs well after go-live.
PROJECT MANAGEMENT OFFICE (PMO)
Large-scale utility transformations succeed or fail on governance. Red Clay’s Project Management Office (PMO) discipline keeps complex programs on scope, on schedule, and on budget, applying the structure and controls we have refined across hundreds of Oracle Utilities engagements. We don’t let large-scale risk materialize.
Program governance. Clear governance structures, Responsible, Accountable, Consulted, Informed (RACI) definitions, and decision rights that keep every stakeholder aligned from kickoff through go-live.
Budget certainty. A fixed-fee, milestone-based delivery structure that gives municipal and public procurement teams the budget predictability they require.
Risk and issue management. Proactive identification, tracking, and mitigation of program risks and issues, so problems are resolved early instead of surfacing at go-live.
Status reporting and stakeholder alignment. Transparent, regular reporting that keeps executives, sponsors, and delivery teams working from the same view of progress, milestones, and outcomes.
TESTING
Every release still needs to be thoroughly and intelligently tested, whether it is a full implementation or one of the frequent scheduled updates that come with SaaS. Red Clay provides test strategy, management, and execution to ensure that Oracle Utilities systems perform reliably as your platform continues to evolve.
Test strategy, management, and execution. End-to-end testing coverage across core testing levels and types, planned and managed so quality is built in rather than checked at the end.
A proven, actively maintained testing library. An established testing suite that is intuitive, ready to use immediately, and continuously updated to reflect new requirements and evolving system functionality.
Broad automation expertise. Red Clay is a recognized leader in the Oracle Utilities Testing Accelerator (OUTA), and our engineers work across multiple automation frameworks, using AI-supported techniques to build robust, intelligent test scenarios and better visualize results.
Confidence in every release. Regression testing and validation that keep your solution reliable and functioning as intended, preserving operational performance as your environment changes.
DATA CONVERSION
Migrating legacy data is one of the highest-risk and most consequential parts of any implementation. Accurate, reconciled data is what lets a new system go live with confidence. Red Clay brings a structured, repeatable approach to data conversion that protects data integrity from the first mock cycle through cutover.
Conversion strategy and mapping. A clear entity scope and detailed source-to-target mapping approach that translates legacy data into the new Oracle Utilities data model.
Mock conversion cycles. Iterative mock conversions that surface data quality issues early, improve load performance, and build the team’s confidence ahead of go-live.
Balancing and reconciliation. Rigorous balancing and reconciliation ensure that converted financial, accounting, and meter data can be verified against the source system before cutover.
Cutover execution. A tightly sequenced conversion runbook for the cutover window, coordinated with the broader go-live plan to minimize downtime and risk.
ORGANIZATIONAL READINESS (OR) FOR IMPLEMENTATIONS
A new system only delivers value when people are ready to use it. Red Clay treats Organizational Readiness (OR) as a core delivery discipline for every program, not a billable add-on, so utilities adopt new processes and technology with confidence rather than disruption. We address the people side of change from day one.
Change strategy and stakeholder alignment. A structured change approach with clear sponsorship, stakeholder mapping, and a communication plan that keeps everyone informed and engaged from kickoff through go-live.
Business process and organization design. Document current and future-state business processes, define roles and responsibilities, and align the organization to operate effectively on the new system.
Training and knowledge transfer. Role-based training, documentation, and hands-on knowledge transfer that prepare front- and back-office teams to work confidently on day one.
Adoption and readiness measurement. Track readiness across the organization, surface gaps early, and confirm teams are prepared before cutover so the go-live sticks.
BUSINESSINTELLIGENCE AND REPORTING (BI) FOR IMPLEMENTATIONS
Utilities run on data, for daily operations, regulatory compliance, and strategic decisions alike. Red Clay delivers targeted business intelligence and reporting across the Oracle Utilities platforms, so the right information reaches the right people at the right time.
Operational and regulatory reporting. Custom reports across Oracle Utilities platforms, including CC&B, C2M, CCS, and MDM, that support day-to-day operations and satisfy regulatory compliance requirements.
Reporting and analytics platforms. Design and development on BI Publisher, Oracle Analytics, and Oracle Business Intelligence Enterprise Edition (OBIEE), turning raw system data into clear, actionable views.
Dashboards and decision support. Executive and operational dashboards that give leaders and frontline teams a shared, real-time view of performance and the metrics that matter most.
Data integration for analytics. Integrations that bring Oracle Utilities data together with analytics platforms and downstream systems for reporting that spans the full operation.
